Remarks :
It is impossible to state clearly in this
letter the single most important element with
respect to II contribution to the work
of the CIA/DIA Panel: his perseverance, or better
courage, in partially overcoming the firm resistanc
of certain middle-level supervisors in DIA to
admit that some of the past military estimates of
ground force order of battle may have been wrong
and to institute new methods of estimating which
are more consistent with the evidential base now
available. As instructed by General Carroll,
0 unlike many in DIA, did not "fight the
problem" but did all. he could to encourage the
lower-level supervisors and analysts to get the job
,done :ob`ectivel .
