Following a discussion of changes proposed by State the Board approved
the subject estimate as amended.
No member raised objection to the release of this estimate to USIA.
In opening the discussion Mr. Abbot Smith commented that it was
important to note that the scope of this estimate had been limited to specific
questions posed by the White House staff. Following a brief discussion of
the purpose and scope of this paper the Board considered a series of
changes proposed by the acting State member.
The Board then approved SNIE 30-69 as amended.
5. Communist China's Strategic
Weapons Program
(NIE 13-8-69)
In the course of the Board's consideration of this paper General
Carter commented in regard to paragraph 44 that, while he did not
disagree with the judgment in the second sentence, there was a possibility
that the Chinese Communists might test full range ICBM shots to the
Pacific rather than the Indian Ocean. In view of the possibility of Pacific
testing and of the necessity to allocate intelligence collection resources
properly when full range Chinese ICBM tests begin, General Carter recom-
mended that an appropriate body, e. g. GMAIC, keep this question under
review. He concluded that such a continuing review might avoid unnecessary
duplication of collection resources. Mr. Helms agreed with this suggestion
and requested the Executive Secretary to arrange for the assignment of this
task to an appropriate individual or committee.

released to the Joint Committee on Atomic Energy and that previous
versions of this paper had been released. I Inoted that a 25X1
Top Secret version was planned. The Chairman indicated his concurrence
in the release of this paper to the Joint Committee and also agreed that
a Top Secret version of the paper should be prepared.
pointed out that this estimate was the type normally
a. Approved NIE 13-8-69 as amended.
b. Agreed that BNE and the USIB Representatives should prepare
a Top Secret version of the subject estimate as soon as possible and that
this version need not be submitted for USIB consideration.
c. Noted the statement by the AEC Representative that the subject
estimate is of the type normally released to the Joint Committee on Atomic
Energy, and concurred in the release of this estimate to the Joint Committee.
d. Concurred in General Carter's suggestion that questions related
to the possibility of full range Chinese Communist ICBM tests into the
Pacific rather than the Indian Ocean be kept under review. *

Brandwein, Chairman of GMAIC, an n this subject. It was 25X1
determined that the continuing review of this problem as described above

DCI China Intelligence Activities Coordinator.
