With reference to your letter of $ July 100b in which you
proposed a joint message reerding intelligence requirements
on the road watch teams in Laos, I agreed with your proposed
cable with two minor additions which ray staff coordinated with
of your staff on 7 July 1065. A copy of the final
meemage is attached hereto. It was sent 7 July 18135 to our
Stations in Vientiane,
If, as a result of your trip to Saigon' 'you have
any further thoughts OTi this matter, my staff is prepared to
discuss them with your representatives at any time.

JOINT CIA/DIA MESSAGE
. CIA AND DIA HAVE REVIEWED THE CIA INTELLIGENCE
COLLECTION EFFORT IN LAOS DIRECTED TOWARD TRH INFILTRA-
TION OF PERSONNEL AND MATERLAL THROUGH LAOS INTO SOUTH
VIETNAM.
2. THIS BEM* TOOK COGNIZANCE OF THE FACT THAT WHILE
CIA HAS BEEN GIVEN OVERALL RESPONSIBILITY FOR CONDUCTING
ROAD WATCH OPERATIONS IN LAOS, THE EXECUTION OF SUCH
OPERATIONS IS SUBJECT TO PRESCRIBED POLICY AFFECTING THE
U.S. POSTURE IN LAOS. AS SUCH, THE DEPARTMENT OF STATE,
THROUGH AMBAS6ADOR SULLIVAN, IS RESPONSIBLE FOR REVIEWING
AND APPROVING CIA ACTIONS WITHIN THE CONTEXT OF ESTABLISHED
POLICY.
. DIA AND CIA AGREED THAT THE DEVELOPMENT OF
OBJECTIVES, THE ASSIGNMENT OF COLLECTION PRIORITIES, AND
THE BROAD SCALE PLANNING NECESSARY AND PRELIMINARY TO
THE ATTAINMENT OF SUCH OBJECTIVES, WOULD BE PURSUED
JOINTLY BY DIA AND CIA AT THE WASHINGTON LEVEL. IT WAS

REFLECT AN ADEQUATE UNDERSTANDING OF THE NATURE OF THE

SUBJECT: Letter to Lt. Gen. Joseph F. Carroll

1. The attached letter to Lt. Gen. Joseph F. Carroll, Director.
DIA, was prepared by the FE Division, for your signature, in reply
to General Carroll's letter of 3 July 1965. In that letter. General
Carroll proposed a Joint message to various field elements concerning
the Roadwatcher Program in Laos.
2. The proposed reply merely confirms the action taken:
agreement with General Carroll's draft with two minor additions
which were coordinated with the DLA, and transmittal of the joint
aloes*** on 7 July 1965.
3. The message in ituestion is an effort by the FE Division to
place on Headquarters, rather than on our field stations, the burden
of paper exercises with DIA regarding roadwatch intelligence priorities,
broad planning to fill in reporting gaps, and the like. Field require-
ments on existing assets will be levied by subordinate commands such
as CINCPAC and COMUSMACV. / 25X1
