with Dr. Atkeson, Assistant Commissioner, Planning, and Mr. Norman
Sugarman, Assistant Commissioner, Technical. The Deputy Commissioner,
Mr. 0. Gordon Delk, was in-
fommed that these discussions were taking place. It is, of course,
recognized that the discussions are merely exploratory and are not
in any respect a formal commitment of the Agency's intentions or
desires. This office will shortly present to you a staff study
outlining the problem and the solution proposed.
