C. !:.. 19( 5 Reference your phone call Friday evening, 12 February, when you invited my attention to a report from your Agency (#TSD CIA/OCI 13400) concerning Viet Cong terrorist plans against U.S. installations. You may recall that in our conversation I mentioned I knew nothing of a captured document but was cognizant of an earlier message from MACV which referred to the report of Viet Cong plans as having high credence and had directed my people to query MACV for more details. The initial reply is contained in paragraph 3 of Enclosure 1. This was still considered an inadequate response and further elaboration was requested. The response to this request is contained in Enclosure 2. In view of the inconsistencies of the attached reports with the first para- graph of your referenced report, I thought you would like to have these called to your attention.
