SUBJECT: Need for More Frequent Intelligence Community Assessments
on Cuba (C)
(S) As suggested in your memorandum of 4 April 1966, we will be
happy to participate on a joint CIA-DIA Team comprised of working-
level representatives for the purpose of making a monthly assessment
of the Cuban military posture. DIA representatives for the first
meeting, 8 April, will be the following:

SUBJECT: Need for More Frequent Intelligence Community Assessments
on Cuba (C)
1. (C) Approximately twice monthly, the Defense Intelligence Agency is
tasked to respond to DoD inquiries stemming from allegations that strategic
weapons are located in Cuba or that there has been a Soviet troop buildup
on the island. With the current flow of Cuban refugees it is anticipated
such allegations will increase.
2. (S) In most cases inquiries to DIA on the subject are of such a short-
fuze nature that coordination with CIA and other agencies cannot be accom-
plished. Our response is usually to the effect that: "based on careful
scrutiny of information from all sources, including photography, we are
convinced that there are no strategic weapons in Cuba" and/or "there has
been no discernible Soviet troop strength increase." Even though these
judgments are contained generally in the Cuban NIE (NIE 85-4-65), it is
believed our competence on this issue should rest on a more current intelli-
gence community view. A coordinated up-to-date community conclusion would
increase the confidence in these judgments.
3. (S/NFD) Periodic community assessment of the Cuban military posture,
to include the strategic weapons threat, would provide each agency the
benefit of the collective findings from all collection assets on a current
basis. Thus we would have the assurance that the community is speaking
with one voice on this very sensitive subject.
4. (S/NFD) In view of the foregoing, it is recommended that an ad hoc
"Lookout Committee for Cuba1' comprised of working level representatives
from agencies of the intelligence community and chaired by CIA meet as
required but at least once a month, review information and publish a
coordinated conclusion with respect to the military posture of Cuba includ-
ing the strategic weapons threat. These meetings would also provide a good
vehicle for exchanging views on other general developments in Cuba.
5. (U) At your discretion, it is requested that you take the necessary
steps for the establishment of such a committee.

Attached for DCIts signature is a proposed response to General
Carroll who recently wrote to suggest that an interagency task force be
established to report periodically on the situation in Cuba with respect
to any strategic weapons threat.
The DD/I has had this proposal under consideration and believes
that it would be worthwhile to establish a CIA /DIA team to meet peri-
odically to do this job.
