Taylor Deputy Director Defense Intelligence Agency The Pentagon: I am enclosing a memorandum which I propose to submit to Dick Helms on the subject of the PFIAB recommendations concerning coordination of intelligence production. Since receipt of your memorandum of 7 July, I have discussed the PFIAB panel report with a number of representatives of CIA and, at considerable length. with Tom Hughes. I have also had the benefit of a conver- sation with General Carroll. think that my memorandum represents a general con- sensus of views. Prior to the actual meeting of the PFIAB, now scheduled for 28 and 21? July, I propose to summarize the discussion and recommendations of this memorandum for Dick Helms' signature by way of a formal response to the Board' a report. He will recommend to the Board that General Carroll and Mr. Hughes participate in any discussion of the subject which is scheduled at the Board's meeting.
