Annual Report to the NSC on the
Status of the Foreign Intelligence Program
(Fiscal Year Ending 30 June.1960)

1. Attached for your review is a draft of the subject report
which the Director of Central Intelligence is required to submit to the
NSC no later than 1. September 1960. This draft has been prepared on
the basis of contributions by USIB agencies and subcommittees under
specific instructions to be as brief as possible.
2. We propose to begin coordination sessions on Thursday,
18 August. Accordingly, agency representatives and other interested
parties are asked to meet and discuss this paper at 1000, on Thursday,
18 August, in :Room 136, Administration Building, CIA. Some
individuals directly interested in only comparatively small sections of
the text (e. g. , Chairmen or Secretaries, of Committees) may prefer
to pass their comments on those sections to the. Secretariat? by-tele-
phone (Code 163, ext. 3402) or otherwise prior to the coordination
meeting rather than participate personally in the coordination sessions
with USIB agency representatives.
3. A brief Special Annex on COMINT and ELINT matters is
being developed and coordinated independently through the COMINT
and ELINT Committees.
