MEMORANDUM FOR: Deputy Director/Plans
SUBJECT: Briefing for Mr. Gordon Gray,
President's Foreign Intelligence
Advisory Board
1. Confirming our earlier conversation, Pat Coyne has
asked me to arrange to have Gordon Gray briefed on the TAF
program. The request originates with a discussion by the Board
at its last meeting on the covert action program generally, with
particular reference to proprietaries. Apparently Walt Roatow,
during the course of his appearance before the Board, had
suggested that it might be appropriate to look from time to time
at some of the established programs such as TAF and RFE which
were now. as he put it. running into the second generation. I do
not understand that Walt said anything critical about any of the
programs, but simply invited the Board's attention to an area
which involves substantial expenditures. At the time of his appear-
ance there was some reason to expect some unfavorable publicity
which. I gather. never materialized.
2. I understand that it is now arranged to have
brief Gordon Gray at 11:00 a. m. on Wednesday, 21 September.
