I remember the following peop in the City Central People's Board: Niculae Doncea, a General in the RPR Armed Forces, is the President of the Svcha- reet Ci y Central People's Bocl,rd. He is 45 year; old, medium height, 'blue eyes, bald, of Jewish origin, comes from Bacau (Moldavia region), member of the PMR Party. By pro- fession he was, formerly, as ambulant street seller. During the fall of 1953, t e ',7flon Building was evacuated and re- occupied by the newly established Directia Metroul.ui Bucuresti (Bucharest City Un- derground Directorn%,). The project of this underground, failed, however, and the offices were closed. The building was then occupied by the MAX. (The DGM, Ge- neral Directorate of the Militia, occupies two buildings on Victoriei Street: the Cretulescu Building which is in line with the former Royal Palace, now the Repub- lic's Palace - near the Cretulescu OrthodIx Church - , and the Dragomir Iliculescu Building, formerly the Dragomir Niculescu Food Commodities Shop, which IS now cal the Romarta Store (sic7). Balcescu Boulevard - formerly Bratienu Boulevard). The last occupies the former Ministry of Air space. "Nowadays pedestrians and vehicles are permitted free access to Boteanu Street. This was not permitted in 1952 and the spring of 1953- 4. "The main DGCS (Directia Generala Comtrolu.l Strainilor - General Directorate for the Control of Foreigners) Office, located in the Prefecture Palace (formerly the Pr..fectura Politiei) on Victoriei Street,together with the CMOs (Comand Amentul '?'ilitiei Orasului Bucuresti - Headquarters V the Militia of Bucharest) Office, supervises the DGCS Office on Nicolae Filipescu Street. I am certain of this, because when I departed from the RPR and went to pick up mrW visa and passport from the DGCS located on Nicolae I'il1.pescu Street, that office had to send to the ROCS Office in the Prefecture Palace for my case file. Normally, no foreign- er has enything to do- with the DGC;; on Nicolae Filipescu Street, or with the one in the Prefecture Palace. All formalities are taken care of by the City Sector -Circa Militia Office for the Control of Foreigners. 5. "The Circa de Militie P.O. (Guard and order Militia): this organization, located on Sp1 alul Utz re S eet, etireen, 1 narie and Sinter Streets, had various sec- tions /-indicated on Enclosure B, the P.O. sub-section dealing with order, the judiciary one with thefts, etc. The Militia Office personnel, including the chiesls of the various sub-sections, numbered approximately 12 - 14 persons, all of whom belonged to the MAT. Some of them -wez-e uniformed, others wore their civilian clothes. There were come women In the Mili ia; some of these wore uniforms. Nor- mally a Captain, a II-nd (nd Lieutenant?, or even a Lieutenant was in charge Qf the Circa. Chiefs of the sub-sections were either Lieutenants (Sublocotenent), or 860ge=t :ajors (Plutomier Major). The total personnel, In numbers, cannot be es- ,.ime:ted, since besides the office personnel, militia men, on duty on the streets, supervised by the city-sub-sector militia who were in charge, taping care of traf- fic, etc., should, be included; and I do not know how many of these existed. 6. " Tnterest'!g is the fact that in the same city-sector Militia where the Office for the Control of Foreigners existed, there was an MSS office. (There was always one Office for the Control of Foreigners in each city-sector Militia). There was, of cours',!, no in&aription on the door, but I was told that this MSS (sub-) office was there, by a member of the Militia itself. This was a man whom I used to brib;~ ('tom gat) by giving him, from tire to time, 100 Lei. Every Office for the Control of Foreigners had a so-called 'Cercetari pe teran' (gpmund investigations) section. This section was in charge of collecting all kinds of information ae eciall when v. person was applying for an exit visa from the R?A11. All the remaining pages were divided. into two parts, and wle?lB..tw 1 for visas (text reads: "the affixing of visas"J, when permitted. Visas were issued with special authors ration, following writtem application, and allowed one to go out of the Bucharest region, (text'reads: "to go out the Bucharest region out- skirts"-7. With the issue of the'new lp cards for foreigners, the following taxation fees were applied: - Lei 150 for all foreigners who were not in the field of labor, and for 'co- mercianti' (private business men).- - Lei 50 foreigners who weile fin the-fleld labor One's passport remains in possession of the office for the Control of Foreign- ers.
