Approved For Rise 2004/02/12 : CIA-RDP79B00314A*600050040-7 ORD 762-67 6 February 1967 MEMORANDUM FOR : Director of ELINT Director of Research and Development Director of Special Activities Director of Computer Services Director of Scientific Intelligence Director of Foreign Missile and Space Analysis Center Director of Special Projects Chief, Special Intelligence Staff SUBJECT Comparison of CIA Suggestion Awards Pro- gram with Performance of Other Agencies. 1. Attached is a report prepared by Executive Secretary of the Agency's Suggestion Awards Committee, to be used by Mr. Bannerman, Deputy Director of Support, in briefing the Director and his staff. This report shows that our Agency has benefited comparatively well from the suggestions that have been adopted, but employees must be encouraged to submit more suggestions. 2. The suggestion awards record of the DD/S&T in no way measures the number of ideas and suggestions generated in the Directorate. Many outstanding contributions and improvements have been and will continue to be made by employees in the Directo- rate, but all too often adequate recognition has not been given to the innovators. In part, the fault may lie with the idea men them- selves because they are often reluctant to supply the information needed for award action. Good ideas, however, are the foundation of an effective organization. You can help the Agency and its recognition program by encouraging your people to submit their suggestions. Supervisors also can help by noting suggestions that have led to improvements and urging deserving employees to submit their suggestions or initiating award action in their behalf.
