request, forwarded to Sue Huck, in the office of Representative
Lawrence McDonald (D., Ga.), a short unclassified item concerning
TINT1 of the Dominican Republic.

25X1 from Barbara Camp, on the staff of the Senate Budget Committee,
asking for telephone number. I told her that
25X1 as retired; she said that Robert S. Boyd, Minority

3. LIAISON Along with
25X1 of our o ice, accompanied two new Senate Select
Committee on Intelligence staffers (Mike Gelacek and Tom
Crowley) and three new House Permanent Select Committee on
Intelligence staffers (Ira Goldman, Fred Hull and Arlene
25X1 Marek) to a series of orientation briefings. The briefings
25X1 were given by: Comptroller, Mr. Zeke Zelimer,
Deputy, DDSEJT, C/NFAC/CSS,
25X1 C/PCS/LOC, and DDA. The only outstanding
requirement emanating from these sessions is to obtain for Ira
Goldman a copy of the SEC Regulation which enables any stockholder
to question company management on whether anyone in the
company is working for the CIA.

25X1 1. LIAISON Called Mike Epstein,
Senate Select Committee on intelligence staff, to inform him
at Senate Select Committee on Ethics employees Erica Ward,
Judy Schnieder and Joan Alexroth were to receive SI briefings
25X1 this afternoon. Epstein mentioned he had spoken to II 25
of NSA who did not want material provided to the
ATI 1 Select Committee on the I matter to be shown to the Ethics
Committee employees. Epstein said he planned to handle this by
answering the staff members' questions about the material.

25X1 15. LIAISON Called Tom Smeeton,
Minority Staff Consultant, House International Relations Committee,
to discuss several matters related to the briefing on the North
Korean subversive activities scheduled to be given to the Subcommittee
on International Organizations on. 3 August. Smeeton suggested
that it would be appropriate for Chairman Donald N. Fraser (D.
Minn.) to make some remarks regarding the proper treatment of
classified information.
25X1 16. LIAISON Called Mike Hershman.,
Deputy Staff Di-rector, House international Relations Subcommittee
on Internationa;J Organizations, to ask whether he could arrange
for Subcommittee Chairman Donald N. Fraser (D., Minn.) to read a
brief statement that we would prepare on the handling of class]-fied
information and the need to treat the identity of the Agency's
briefer with the utmost discretion when we brief the Subcommittee
on North Korean subversive activities on 3 August. Hershman said
this would be no problem, and I said I would get the statement
to him early next week.

said that NSA had informed Mike Epstein, on the staff of the
Senate Select Committee on Intelligence, that he was not
authorized to show NSA documents in his possession to staff
members of the Senate Select Committ I told
25X1 that we ha ear zer in the day informed Epstein
that three Senate Ethics staffers had received SI briefings,
and thus could be exposed to this compartmented information,
but that we had specifically cautioned Epstein that this
notification was not meant to imply in any way that we were
authorizing him to show documents which were the property of
another Agency to the Senate Ethics staffers.

11. L LIAISON Cliff Fowler,
GAO, called to advise that he will be delivering a new draft
25X1 on GAO's report on 0Monday morning, 31 July, for final
CIA review and comment. He said he would need the Agency's
response no later than Friday of next week.

Bill Smith, Assistant for Congressional Relations, Office of the
Vice President, I called Joseph Stewart, in the office of the
Senate Majority Leader, and discussed the new guidelines for
the issuance o9 ..oompartmented clearances to the Legi slati.ve
Branch. Stewart said that Senator Robert Byrd (D. , IV. Va.) feels
there are too many people, -includin.g Senators, who have or want
access to sensitive intelligence information who have no real.
need for it. He said that Senator Byrd has no need for
additional clearances on his staff and joined with Minority Leader
Howard Baker (R., Tenn.) in the letter to the Director requesting
compartmented clearances only to accommodate Senator Baker.
Stewart noted. that Hoyt Purvis, who handles foreign policy
matters for the Majority Leader, has all the necessary clearances
and Senator Byrd sees no need to have anyone else on his staff
cleared. Stewart said that Senator Byrd will not be out front
in supporting the program but will help behind the scene. I made
arrangements to meet with Mr. Stewart tomorrow morning at 10:00 a.m.
to discuss this matter further. will accompany me. 25
12. LIAISON At the request of
25X1 13. THIRD AGENCY Called Ron Heller, Legislative'
Liaison, 11151, to se . up a meeting between 25X
25X1 East Asia Division/DDO, and Harry Gotfrey,
of the F I. The meeting will take place on Tuesday, I August
at 1:00 p.m. in my office. The two will compare notes on the
separate briefings they will present to the house International
Relations Subcommittee on. International Organizations on North
Korean subversive activities on 3 August.

O'Connell, sta on the - of the Morgan-Schmitt Senate Select
Committee on Ethics ttee, visited Headquarters to discuss
their investi>ation. of the Senate Select Committee on Intelligence
25X11 I NFAC/CSS, also took part in the
7_scussion, which focused on the types of information provided
by the Agency to the author of the study. It was ag-reed that
Marshall and O'Connell would make another visit to speak with
25X1 PCS/LOC, who worked closely with the author during
her review of DDO documents. It was also. agreed that we would.
eventually supply a written response to the Subcommittee's
questions on this issue for the record.-
