C. 20505 Reference is made to your letter of February 8, 1978, which proposed certain reprogramming adjustments within the Consolidated Cryptologic Program. In essence, this entailed the use of assets from a cancelled program to escalate various efforts otherwise planned for FY 1979. The Committee believes that this proposal goes well beyond the scope considered appropriate for reprogramming, particularly in that a Congressionally-approved program has been terminated, and the redirection of effort bears heavily on FY 1979 effort. Accordingly, the Committee must object to its implementation at this time. While recognizing that exigencies of the sensitive intelligence mission may occasionally require deviation from established reprogramming criteria, a case has not been made for the compelling nature of the subject proposal.
