5. IAISON Called Mike Hershman, Deputy
Staff Director, House International Relations Subcommittee on International
Organizations, concerning the Director's meeting with the Attorney General
last Thursday regarding access to new material by the Subcommittee and
its staff. (See Memorandum for the Record.)
6. I I LIAISON Received a call from Pete Bonner,
Senate Appropriations Committee staff. Bonner wanted to express his
appreciation to all of the people whom he met on his recent tour of
Latin American and to compliment these people
on the job they are doing. He asked that we express to them his appreciation
of and hospitality of the time devoted t briefings. He made a particular
point of the fact that having with him had been extremely useful
in many ways, facilitating contact and dialogue with and it was
obvious tha appreciated the information he was
able to convey to them on current developments in Washington.
International Relations Committee staff, to convey to him the results. of
the Director's meeting with the Attorney General last Thursday on the
matter of further access to information by Chairman Donald Fraser's
(D., Minn.) Subcommittee on International Organizations. (See Memorandum
for the Record.)
Select Committee on Intelligence staff, regarding the status of information
needed by the staff in connection with the Committee's inquiry into the
qualifications of Ambassador Carlucci for the position of DDCI. Taylor
said their inquiries were proceeding well and he saw no need for any
additional information at this time. He did express an interest in the Civil
Service Commission investigation into irregularities in HEW.
9. IAISON Talked with Jim Bush, House
Permanen Select Committee on Intelligence staff, regarding the timing of
the Director's overview briefing of the Subcommittee on Budget Authorization
as part of its consideration of the FY 79 Intelligence Community budget. Bush
said the Committee schedule allowed for only two possibilities for the Director's
appearance. One was on 3 February or on 11 February, which would be after
some of the hearings on intelligence budgets had already been presented. He
said Chairman Bill Burlison (D., Mo.) did not want to break the CCP presenta-
tion which is scheduled all day on 10 February. I told him we would take this
matter up with the Director and I was later advised the Director talked with
Chairman Burlison and it was agreed that he would make his ppresen ation on

10.1 1 LIAISON Ron Tar men, in the office
of Senator William Proxmire (D., Wis. ), called to say that in connection
with Senator Proxmire's position as Chairman of the Senate Banking,
Housing and Urban Affairs Committee, they were looking into matters
pertaining to the nomination of G. William Miller to be Chairman of the
O'Neil, Chie ounce , House Permanent Select Committee on Intelligence,
the House International Relations Subcommittee on International Organizations
requests, and he will be in touch with the Attorney General's office to
/explain what he believes is necessary to implement whatever understandings
have been reached with the House leadership, including the need to pursue
all leads involving unauthorized disclosure.
11. LIAISON' Discussed further with Mike
12.1 I LIAISON Called Pete Stockton, Staff
Director, House Interstate & Foreign Commerce Subcommittee on Energy
and Power, on behalf of Marty Fitzgerald, GAO, explaining that there are
two reasons for the differences in the letters to Chairman John Dingell
(D., Mich.) and Comptroller General Elmer Staats on the further provisioning
of material relating too I said we would have no problem with the
Comptroller General sharing his letter with Chairman Dingell except for
that portion which identifies the interests of other committees.

13. I LIAISON Received a call from Stan Taylor,
Senate Select Committee on Intelligence staff, who said Ambassador Frank
Carlucci had given the staff a number of news clippings reflecting
Portuguese media reaction to his nomination as DDCI. Taylor asked for
the Am nc 's assistance in translating the articles and said he knew
ORPA, personally and knew he was qualified to help him.

Epstein, Senate Select .Committee on Intelligence staff, who said he and
Ed Levine, also of the. Committee staff, would like to meet with DDCI-
designee, Frank Carlucci,- for 15 or 20 minutes later today. This was

in connection with the Carlucci nomination. I also told Epstein that the

15. 1 I LIAISON Called Dick Giza, House
Permanent e e omnu ee on telligence staff, and told him we would
be lad to give Representative Charles Rose (D., N. Car.) a tour of
]on 26 January. The time and arrangements were not settled.
We also confirmed Gi?za's schedule for this afternoon, including a
meeting with Dick Lehman, NFAC, regarding NFAC evaluations and
review of additional documents provided by C/EPDS/DDO,
regarding DDO evaluations. Regarding the quality of analysis study Giza
had requested, I told him we had identified it and it would be sent to
Representative Edward Boland (D., Mass.), Chairman of the Committee,
with a covering letter. Giza said this would be fine.
16. ' LIAISON Received a call from Louise
Dreuth, House Permanent Select Committee on Intelligence staff, who asked
for a final Agency witness list for tomorrow's Subcommittee on Legislation
briefing on electronic surveillance. I read her the list.

House Permanent Select Committee on Intelligence staff, called at 5:40 p.m.
asking whether a list of twenty-seven individuals (from C

DoJ, NSA, FBI and AT&T) had SI clearances. He said that he needed the
information by 8:00 a. m. the following morning. Several phone calls later .

22. .1 ILL SON Called Tom Latimer, Staff
Director, House Permanent Select Committee on Intelligence, regarding
his inquiry earlier this morning about the status of a Committee request

for their advice on passing the document and we were waiting to hear
from them. I told him I was confident we would have an answer well

I asked Latimer to speak to an upcoming .Mid-Career course.
Latimer informed me he would be unable to because of a conflict in his
schedule. Finally I asked Latimer whether the security police who are
posted at the entrance to the Committee offices are permitted to sign
for classified material. Latimer said they do have Top Secret': Clearances,
but that only Committee staff members should sign for classified documents.
23, LIAISON Called Elliot Maxwell, Senate
Select Comma ee on to igence staff, and told him I had raised his
inquiry regarding a possible trip to Cuba with our Office of Security and.
they posed no objection. I told him we would like to give him a defensive
briefing of about an hour before he departs and Maxwell is quite willing.
He indicated, however, the trip is not yet firm and will let me know.
24, LIAISON Received a call from Hal Ford,
Senate Select Committee on Intelligence staff, who said he had checked
with Bill Miller, Staff Director of the Committee, who had no objection
