concerning a document ORR is preparing for State Department in connection
with the Sov~~t-.k'at arrangement. Mr. Morell said that the State Depart-
ment proposes to use this document on the Hill in discussing this proposal
with members of Congress. Mr. Morell wished to raise the question as
to the proper handling of this from the congressional xelations standpoint.
I suggested that this be discussed with Mr. Helms at the 9:00 meeting.
