One of the principal factors coasidered in the .lectinn of the Lang icy
location for our Headquarters building was the rural character of the area.
In cooperation with the General Services Administration, our original plans
provided for the pleating of trees, shrubs, and lawns, which has developed
our Headquarters area Into a very attractive site. Several pictures reflect-
ing the reaults of these efforts are attached.
We are fortunate to have the George Washiagton Memorial Parkway as
a main sacesa route to our Headquarters building. This Agency sought and
received appropriations in the MUGU= of for the construction
of this Parkway from Spout Run to our Headquarters building. It is also our
policy to support all National Park Service efforts to maiatitia this Parkway
as a showpiece of natural beauty ?
This Agency occupies one building in the Naval Weapons Factory area
which was renovated for our use In 1963. What was formerly a warehouse-
type has been convened into a very attractive office building, and
the ever-all appearance his been substantially improved by the planting of
a number of trees and shrubs in the entrance ways and on the limited adja-
cent ground.
Some elements of this Agescy are still located is ternpirary buildings
in the Potomac Park area. One of our principal objectives is to move from

MEMORANDUM FOR THE CABINET
AND HEADS OF AGENCIES
At the meeting of the Cabinet on March 25, 1965, the
President made the following request:
That each Department and Agency head report to the
White House by May 1 actions taken within their organizations
to implement the objectives of the Natural Beauty Program of
the Administration. The reports should cover not only
administrative actions taken in Washington, but accounts of
implementing steps taken or planned at Federal installations
and facilities throughout the Nation.
The President is hopeful, as you know, that the objectives
of the Natural Beauty Program will be reflected in the care and
planning of grounds and premises of all Federal offices.

MEMORANDUM FOR THE DEPUTY DIRECTOR
SUBJECT: Agency Policy on Public Release of Pictures of Agency Installations
1. This memorandum contains a recommendation in paragraph 3.
2. There has been a firm Agency policy prohibiting the taking of
photographs for public release or which may end up in the public domain,
with the exception of an official photograph of the building available in
this office on request, and the photographs officially approved for use in
the recruitment brochure.
3. The photographs accompanying your letter to the White House may
end up in the public domain. However, I recommend that in this case, an
exception be made for the following reasons:
a. Although pictures are not specifically asked for in Mr.
Busby's letter, they seem essential to make the point.
b. As far as the Agency is concerned, the photographs are
provided for the use of the White House. If the White House releases
them, that is their decision and not ours. This could not be reasonably
construed as setting a precedent for other requests by news media
representatives.
