2. At the request of the NSC staff, we are distributing this
memorandum to the members of WSAG and their principals. As
indicated below, within the Defense Department we
copies to Deputy Secretary are sending
Admiral Moorer ary Clements, Assistant Secretary Hall,
and Admiral de Poix.

SUBJECT : Soviet and Chinese Aid to North Vietnam
1. At the WSAG meeting on Tuesday, 10 July, Dr. Kissinger
asked the Agency to take a look at current patterns of and trends
in Soviet and Chinese aid to North Vietnam. Attached is a copy of
our response to that request. In forwarding it to Dr. Kissinger,
we again noted the point raised orally at the 10 July WSAG: Our
body of new evidence is slim, hence, much of our analysis is un-
avoidably based on speculative inference rather than hard data,
which cannot be acquired under current collection restrictions.
2. At the request of the NCS staff, we are distributing this
memorandum to the members of WSAG and their principals. As
indicated below, within the State Department we are sending
copies to Deputy Secretary Rush, Under Secretary Porter, Acting
Assistant Secretary Hummel, and Dr. Cline.
