As you know, the ad hoc interagency task force that collectively prepared Reference A convened on 8 December (in response to Reference B) to discuss Dr. Kissinger's request that the task force pinpoint policy decisions that would have to be made on rules of engagement, costs, priorities and asset allocations if the improvement recommendations explicitly or implicitly contained in Reference A were all to be implemented. At that meeting, it was agreed that the task force itself would need additional White House guidance c,:-. the scope and type of analysis that Dr. Kissinger desired in this second cut at the problem. 2. I have reviewed this matter in detail with Dr. Kissinger who has explained and outlined the type of study now required to meet the ?resident's needs. Our terms of reference have been somewhat broadene . Re-examining the totality of the US Government's intelligence collection activities targeted against the enemy's movement of personnel and supplies through Laos and through Cambodia. b. Considering these collection activities as an integrated system rather than a series of separate and discreet, though complementary, individual collection programs. c. Submitting for higher level considerations, including the President's, a series of what Dr. Kissinger termed "graded" recommendations for internal improve- ments in the present system and additional collection efforts beyond those presently in train. Dr. Kissinger wants the committee to be uninhibited in offering any recommendations it feels would improve our knowledge of the enemy's activities in the logistic support field, but he wants these recommen- dations presented as a series of options rather than a single package with a single price tag in terms of assets, funds and personnel required. 3. I would like to convene a meeting of the task force at 1500 on Tuesday, 10 February, in room 6F19 of the CIA Headquarters Building to discuss our new terms of reference and organize the study the White House desires. I would, therefore, appreciate your sending your designated representatives to participate in this meeting.
