USIA has produced a twenty-two minute film called "Vietnam, The Issues" which it plans to distribute soon to a number of its overseas posts for showing to foreign audiences. The film is narrated by Assistant Secretary William P. Bundy. The script was done by a New York professional, but it is largely based on my article published in last April's issue of Foreign Affairs. 2. USIA called some time ago to ask my permission to use the article in this fashion. After touching base of the General Counsel's office I replied that permission was not mine to grant or withhold since the Council on Foreign Relations held the copyright. I gather USIA has obtained the Council's formal blessing. 3. Nowhere in the film am I, the Agency or the article specifically mentioned or referred to. There are no direct quotations. Bundy's speech, however, does follow the gene ial outline I used and is replete with what, at least to me, are strong echoes of my prose. I do not think the film will do the Agency any harm nor do I think we can or should block its distribution. Its existence, however, and intended use are matters of which you should be aware. 4. Mr. Houston is going to talk to Mr. Warner about the advisability of speaking to Mr. Marcy before the film is distributed as a form of preventive maintenance. If Mr. Marcy is informally contacted he will of course be told that producing this film was not our idea or an activity with which this Agency was involved in any way. 25X1 George A.
