1. The attached memorandum and cables should be self-explanatory.
2. The Director returned my memorandum on 25 November with
a note saying :
"In re your para-3, please get all interested CIA elements
together and come up with some recommended resolutions,".
3. To comply with the Director's request, I would appreciate if
we could meet in my office (6 F 19) at 2:30 on Tuesday, 29 November, to
review the bidding and the problems which need to be addressed.
