Enclosed are three unclassified memoranda relating to North
Vietnam's economy. One deals with "Hanoi's Labor Problems", the
other is entitled "Hanoi Reveals Potential New Food Problem", and the
third "Hanoi's Economic Optimism". All three were produced by the
Research Section of U. S. 1. A. You and your colleagues may have already
received them or may gat such material in the normal course of events.
If not, I thought these documents would be of interest to Eric Hoeffding.
