Koch House of Representatives Washington, D.C. 20515 Dear Mr. Koch: This is in response to your letter of 2 June 1977, about reports of violations of human rights in Latin America and the possible threat to political exiles living in the United States.- I wish to assure you that the CIA is not aware of any agreements of any kind which give, or could even be construed as giving, foreign intelligence services license to conduct illegal activities in the United States. Also, as you know, the CIA has no internal security functions in the United States. I wish further to assure you that, should the CTA somehow become aware of illegal activities undertaken by foreign intelligence agencies in this country, we would immediately notify the Justice Department, the FBI, and other appropriate officials or agencies of the U.S. Government. In particular I have been repeatedly informed of threats against Chilean and Uruguayan refugees living in Europe and the United States. These refugees charge that the DINA and the Uruguayan Secret Police are operating within the United States and harassing these exiles. I would appreciate learning whether the C.I.A. is aware of these activities, and whether there is any coordination whatsoever between the C.I.A. and these other intelligence agencies. In view of the President's stance on human rights, especially with regard to Chile and Uruguay, I would of course hope that such coordination, if it ever existed, has ended.
