This is in response to your request for this Agency's views and
comments on II.R. 6195, a bill to reorganize the Intelligence Community
and to limit activities of intelligence agencies.
Possible reorganization of the Government's foreign intelligence
program, including possible- reform of the CIA charter, is under active
consideration within the Executive branch pursuant to Presidential
directive. It is anticipated that recommendations based on this
review will be developed this summer. H.R. 6195, of course, touches
on many of the concerns under consideration currently by this Agency
and representatives of other components of the Intelligence Community.
While certain provisions of this bill deserve meritorious consideration, I would
take exception to many other provisions. In the interests of most efficiently
reviewing the foreign intelligence program, I would defer commenting on
specific provisions of II.R. 6195 until the above-mentioned Executive review
is concluded. At such time I will be most happy to discuss this entire
matter with you.
The Office of Management and Budget has advised there is no objection
to the submission, of this report from the standpoint of the Administration's
program.
