CHURCH WILL BE JOINING A FIELD OF 10 OTHER ANNOUNCED DEMOCRATIC CANDIDATES AND HAS SAID THAT BECAUSE OF HIS LATE START HE PROBABLY RILL NOT ENTER ANY OF THE EARLY DEMOCRATIC PRIMARIES. 'WHEN THE SENATE INTELLIGENCE COMMITTEE BEGAN ITS WORK A YEAR AGO MURCH ANNOUNCED HE WOULD ENGAGE IN NO POLITICAL ACTIVITIES UNTIL THE COMMITTEE'S WORK WAS ENDED. ALTHOUGH THE COMMITTEE STILL HAS TO WRITE AND PUBLISH ITS FINAL REPORT CHURCH HAS DECIDED THAT FOR ALL PRACTICAL PURPOSES THAT MOMENT HAS COME. ALTHOUGH COMMITEE SPOKESMEN SAID THERE MAY-BE ONE OR TWO DAYS OF PUBLIC HEARINGS SOMETIME NEXT MONTFWTHE LAST SCHEDULED WITNESS WAS ATTY. GEN. EDWARD H. LEVI, WHO TESTIFIED THURSDAY THAT THE JUSTICE :PEPARTMENT HAS DRAFTED GUIDELINES BARRING THE FBI FROM INVESTIGATING PERSONS WHO DISAGREE WITH GOVERNMENT POLICIES UNLESS THERE IS A REAL LIKELIHOOD THEY ARE INVOLVED IN VIOLENT AND UNLAWFUL ACTIVITIES. LEVI ALSO OUTLINED GUIDELINES THAT WOULD FORBID THE FBI FROM ACTING TO DISCREDIT AND DISRUPT MEMBERS OF DOMESTIC ORGANIZATIONS UNLESS SUCH "PREVENTIVE ACTION" WAS ESSENTIAL TO SAVE HUMAN LIFE AND THE ATTORNEY GENERAL APPROVES IT. LEVI TOLD THE COMMITTEE THAT WHILE HE WAS DEAN OF THE UNIVERSITY OF ,HICAGO LAW SCHOOL HE RECEIVED AN ANONYMOUS LETTER HE NOW KNOWS WAS PREPARED BY THE FBI UNDER ITS COINTELPRO OPERATION. HE LETTER SAID A MEMBER OF. THE SCHOOLSS FACULTY WAS A MEMBER OF THE COMMUNIST PARTY.
