Approved For Release 2009/04/10: CIA-RDP80B01676R001500060187-6 22 October 1965 MEMORANDUM FOR THE RECORD Morning Meeting of 22 October 1965 Smith provided background in response to an earlier DCI query about the status of Smith referred to two special weekly reports on the streets this morning. One deals with Soviet missile submarine con- struction since 1955; the other with a Soviet missile disaster in 1960. Borel reported that the Agency will be represented at the annual DIA intelligence production management conference beginning 25 October. Borel reported that William Knox, head of a special panel convened to look into information handling under auspices of the PFIAB and PSAC, will be coming to the Agency on 25 October for briefings. DCI agreed to meet with Knox in the afternoon that day. Senator Milton Young, a member of our subcommittee, has made such a request; and Senator Stennis has asked that we brief Senator Robert Byrd of West Virginia. (See Action 2) Houston noted that a significant number of Congressmen intend to travel to Vietnam when the current session adjourns. It was agreed that we would make an effort to brief as many of these Congressmen as we can. Bross reported General Carter's gratitude for DCI support problem. Bross also noted that he and Carter had agree to te of NSA plans to increase funds and people for work on DOD IG request that currently reviewing talk with DOD Inspectors who are DD/S&T noted that the Space Panel of consultants will meet here beginning at 0830 on Thursday, 28 October. DCI agreed to make opening remarks. DCI also advised DD/S&T to alert the consultants to the kinds of problems to which we want them to address themselves beginning with their second meeting which will take place in January. DD/S&T reported indications of R. J. DD/S&T reported that a memo had been done, in answer to a White House request, DCI wants to see this memo. DD/P reported that we have not yet received an Ambassadorial endorsement of our programs in Vietnam, as we have requested. We expect to have it sometime today. DCI said he would call Senator Brewster and offer to meet with him if Brewster desires. Executive Director noted that DIA will host Project invited. on 16 and 17 November. officers have been Executive Director noted that Governor Harriman is here today to talk to the Midcareer Course. Harriman is meeting with DCI at 10:30. Executive Director reported on talks held yesterday with two DOD officials who are looking into ways and means of generating national planning for Government-wide support to the President in times of emergency. DDCI reported on a useful and interesting meeting with the 17 White House Fellows who were our guests at a dinner here last night. DCI reminded all hands that the Agency's primary mission and function is intelligence collection and that all projects and programs without intelligence collection features should be sub- ordinate to our primary role. DCI said appropriate instructions along these lines will be prepared and issued. ACTIONS: 1. DCI requests a "deep look" at the implications and departure from the Presidency s particularly interested in prospects if the current Vice President were to accede to power.
