As you know, th4?4 on of briefing given congressional figures an AQUATQNE and as been considered for some time. Recently discussions were held with the Director on relations with the Congress for the forthcoming session. Among other things. these two projects were again discussed. 2. As in the past. the Director stated he would have to discuss the matter with the Secretary of State and the President although he had recently mentioned it to General Goodpaster. In the meantime the Director agreed that an appropriate presentation should be prepared in the event approval is granted for briefing certain Congressmen. Therefore, I suggest that you designate someone on your staff to work with me in preparing such a presentation. As a matter of information. a similar effort is being made in connection with the Agency as a whole and it is proposed to have a dry run of the over>ait presentation prior to the end of the year looking toward a finished product when Congress convenes. With these preparations complete, we would be prepared in the event approvals were secured and opportunities presented themselves for actually making the presentation. 3. At this time no decisions have been rna-4s;' what Congress- men would actually be briefed on AQUATONE and although the Director has indicated that they would not necessarily include all members of our subcommittees. In any event. the final decision on those who wilt be briefed wilt rest with the Director once Presidential approval has been secured. JOHN S.
