MEMORANDUM FOR: Deputy Director for Science and Technology
1. Attached for your use are very humble and inadequate offerings
concerning significant milestones in the creation of the Directorate of Science
and Technology. There are many ways of preparing such data, but I have
elected a format where the data fall into three categories:
a . Developments concerning personalities.
b . Developments concerning organizational matters.
c . Allied developments impacting on the Directorate.
2. It is rather impossible to prepare these data in a meaningful and
coherent fashion without having considerable time and access to all the perti-
nent files. Having said that, however, I know that in the appropriate files can
be found correspondence relating to the events I am listing which will serve to
pinpoint the events. Again, some of the events I am listing may possibly be
out of historical sequence, but reference to the appropriate files will give the
proper dates involved and the sequence can be arranged properly.
3. I hope this minor contribution is of help to you, and I would be
indeed grateful if I were given the opportunity to read your final manuscript.

MILESTONES OR EVENTS INVOLVING PERSONALITIES
1. Appointment on 5 August 1963 of Albert D. Wheelon as Deputy Direc-
tor for Science and Technology.
Note should be taken that the first formal pronouncement on this
appointment was given by the then Deputy Director for Central Intelligence,
Lieutenant General Marshall S. Carter, U. S. Army, from the platform
of the Agency auditorium to an audience of Iformerly assigned
to the Deputy Director for Research.
2. An immediate revamping of the significant staff positions in the Office
of the DD/S&T which saw new incumbents in the positions of Executive Officer,
Chief of Administration, and Chief of Security.
3. The transfer of Mr. Jackson Maxey from the Office of Scientific Intel-
ligence (OSI) to the position of Chief, Systems Analysis Staff, which unit was the
predecessor to the current Office of Special Projects (OSP).
4. The hiring of Mr. Carl E. Duckett as a Deputy Assistant Director,
OSI, but for full-time eventual duty as Director of the Foreign Missile and Space
Analysis Center (FMSAC).
5. The employment of Mr. David S. Brandewein to be the Assistant Direc-
tor, FMSAC.
6. The return for duty to parent service of Colonel Edward Giller.
It strikes me as important to note in any writing of history of DD/S&T
that the record should clearly state that from the departure of Colonel Giller
(circa April 1964) until the appointment of Carl Duckett in July 1966, there
was no Assistant Deputy Director for Science and Technology.
7. The appointment of Mr. Huntington D. Sheldon as Special Assistant to
the Deputy Director for Science and Technology.
8. The resignation of Mr. Jackson Maxey.

EVENTS OF AN ORGANIZATIONAL NATURE
1. The assignment to DD/S&T, on the date of its activation, of the
Offices of Scientific Intelligence and Computer Services.
At a later date, the assignment to the Office of Computer Services,
in approximately October 1963, of the Automatic Data Processing Divi-
sion of the Office of the Comptroller.
2. The creation of a Systems Analysis Staff.
3. A direct responsibility levied on the Office Directors by the Deputy
Director for Science and Technology that they personally interest themselves
and participate in the recruitment of fully qualified individuals to fill vacancies
calling for scientific expertise.
The significance of this decision removed senior personnel recruit-
ment from the bureaucratic personnel mechanism and made it a personal
responsibility of each Office Head in the Directorate.
4. The abolition of a double Deputy Assistant Director scheme in the
Office of Scientific Intelligence.
5. The establishment of the Foreign Missile and Space Analysis Center.
6. The movement of the Office of the DD/S&T from the third to the sixth
floor in the Headquarters Building.
7. The establishment of the procedure known as "Advanced Technical
Seminars, " personally conducted by the Deputy Director for Science and Tech-
nology, for purposes of exploring validity of concept and depth of research con-
cerned with new technical proposals.
8. Periodic "Dining-in" where distinguished individuals having experience
in intelligence addressed small DD/S&T gatherings.
9. Personal visits by the Deputy Director for Science and Technology to
actual or potential contractors for purposes of making personal judgment concern-
ing their capabilities.

10. A revitalization of the Agency Research and Development Board.
11. The establishment of, initially, a Special Projects Staff and its
eventual conversion to the Office of Special Projects.
12. The organization and presentation to DD/P case officers, primarily
from FE Division, of scientific and technical courses oriented toward Commun-
ist China.
13. A revitalization and general. upgrading of all DD/S&T intelligence
publications.
14. Stimulation of contributions to "Studies in Intelligence . "

sessions chaired by Mr. Webb.
3. Participation in intra-Government-agency research and development
seminars sponsored by Admiral Raborn.

Scientific Advisory Committee.
5. The recasting of the role of the DCI Scientific Advisory Board and the
creation of the concept of the Advisory Functional Panels that replaced the
Scientific Advisory Board.
