25X1A IIIIIIIIIIIIIIIIIIComment. The following is a translation of a statement sent by the Sura-
aya Section Committee of the Partai Komunis Indonesia (PKI) to its sub-section
committees.
Action to Strengthen the Peasants Struggle in East Java
1. A merger of industry and foreign monopolistic capital would cause:
a. There would be collective responsibility between landlords and peasants.
b. Peasants would be attracted to the landlords.
c. An obstacle to the union between the laborers and the peasants, which means
a danger to the national united front (would result).
d. This would bring an uncertain benefit to the peasants who do not own the
fields they till, because it is difficult to control the bookkeeping of in-
dustry.
2. A merging of government industry and the peasants can be realized under the
following conditions:
a. The top echelon which decides the personnel policy, the production plan,
and the distribution policy must be in the hands of a court consisting of
representatives of government, laborers, and peasants.
b. A representative of the peasants does not mean a representative of the peas-
ant mass organization, but a representative of the village people concerned
with the industry who is democratically elected - directly and secretly - by
the people. In that case the formation of a democratic village autonomy is
encouraged.

The "buy up" system
3. In districts where land is difficult to acquire, the government established a
people's office and a tobacco committee for the tobacco, "rosellay" "korkorus,"
and sugar cane estates. This committee consists of government officials and
village constables.
4. Using such slogans as collective interests, improving farming technique, and
changing the one-crop system, the office and the above mentioned committee have
the duty of looking out for the farmers who like to plant for the needs of the
industry. The farmers then will get technical advice, advances of money, seed,
and manure, but are obliged to plant what is needed by the industry as determined
by the technical leaders. The crop must be sold to the factory for a minimum
price according to the contract.
This system will cause:
a. Security of production, removal of the estates' risks in getting a bad crop
and economy in transportation expenses.
b. Freeing the estates from claims of the workers to have their wages raised, to
get extra pay for extra work, gratification, New Year's presents, etc.
c. Attractionrof the peasants to the capitalists.
d. Departure of the peasants, with the consequent loss of a greater part of the
revolutionaries from the labor unions.
e. Splitting of the union between the laborers and the peasants, the foundation
of a national united front. Therefore, the "buy up" system must be opposed
and at last the lease system, which does not hurt the peasants., must,be
struggled for, with the following conditions: The minimum lease of t4e fields
must be the same as the maximum price of.;the products of.the peasants plus-;
some losses.. In districts where the people plant for the estates, a central
sales body must be organized along democratic lines. In addition the people's
furnaces in tobacco districts and the mills for sugar!. cane.must be:-hultiplied.
6. The result of the action according to the particular kinds of fields, former
estates and other crop areas:
a. Certain fields are claimed for nationalization, with the village having the
right of arranging delivery to the peasants who still do not have fields.
b. The peasants who till the fields of former estates are organized to defend
their land.
c. Concession areas and land under long lease, for which the time period has ex-
pired or which are not tilled by the holders, are to be claimed for nationali-
zation or given back to the villages to become available for the peasants.
d. To release the peasants from government exploitation, PPN, AURI, CTN~ without
doing the laborers any harm.
e. The peasants who till the field of former estates before 6 October 1953 are
organized to defend their soil, but according to the ideological interest
they can be removed with compensation such as moving expenses and the pro-
vision of other fields of the same size and quality.

t. Poor soil is improved.
Lead for military purposes which is no longer so used must be given back to
the villages.

h. Government land which can no longer produce good crops must became the fields
of the people.
These claims are to be made at the same time, mindful of the following;
The basic organization to make the claims is the united front of the village
people; attempts should be made to attract other people, especially those
concerned.
b. The action committee will arrange to lead the action.
c. The time for the action is chosen.
d. Every action must have in mind the experience of the people and must end in
victory.
e. In view of the assistance we give to Ali-Wongso, before each action is org-
anized its problems must be discussed with the government. In the event of
a deadlock, we must seek direct communication with the Minister of Agriculture
or the Prime Minister..
