SUBJECT . Tentative IAS Requirements for ADP Support
(1975-1980)
1. This preliminary report is limited to IAS' initial consideration
of requirements for ADP support in the 1975-1980 era. It does not include
inputs from our "customers," the CIA Production Offices. These we expect
to provide in the near future.
2. We anticipate the need for IAS' remote terminals to be on-line
to the computers in both NPIC and OCS. The latter so that we will have
input/output (I/0) access to programs such as OSR's to which
we presently input via a "paper process."
3. From AID/NPIC we will require ADP support and services of the
following types:
a. Extensive pre and post mission ADP services of the type
currently under study by an AID/IAS team.
b. Real-time mensuration processes like those presently employed;
with the possibility of an additional requirement for
if development of this technology ultimate y otters
improve mensuration accuracy.
c. An accurate and current Area Coverage File with near real-
time retrieval from IAS terminals, and including a capability to
search by geographic coordinates as well as by target.
d. User languages (e.g., Fortran, COBOL, and BASIC) with software
statistical packages to provide for the application of operations
research techniques to detailed imagery analysis.
e. Provision for a number of "private files" with I/O from
remote CRT terminals.

f. New software to improve the usefulness of the NBIDI files.
For example, an ability to generate listings like the ACORN program
in OCS; an ability to manipulate (count, sort, and analyze) IDF
data; and provision for adding "dissent" comments to the data base.
g.. Terminals providing an IAS interface to COINS, on the
assumption this experiment will prove feasible and cost-effective.
h. Computer mapping and plotting services similar to those
available today through OBGI and OCS.
i. Improved MIS capabilities to provide for remote terminal
I/O and manipulation of data concerning IAS projects (status, workload,
man-hours expended, etc.).
j. Software which will provide a means of searching the index
to NPIC's ground photo file by inputting geographic coordinates and
subjects.
k. Possibly, an on-demand capability for free-text search of
a file such as the IDF.
4. At this time we see few of these ADP requirements being brought
on Our principal needs, for ADP support exist
now. We expect them to continue and expand during the 1970's.
