MEMORANDUM FOR
Many of you have already made legislative recommendations to the
Executive Office under established procedures, or have participated
in preliminary legislative discussions with White House staff. These
are now under careful study.
As I did last year, however, I am asking each of you personally to
consider legislation which I should submit to the first session of the
90th Congress and other proposals which I should make to the Nation
in the State of the Union Address.
I would like you to suggest specific draft material relating to your
area of responsibility which might suitably be included in the State
of the Union Message. The material should come to my Special
Assistant, Joseph A. Califano, Jr. , by December 5. The Bureau
of the Budget should receive brief descriptions of any legislative
proposals in support of State of the Union material which you submit
by the same date, if such proposals have not already been submitted
through usual channels. It is essential that legislative proposals be
submitted to the Congress early in the session. Draft legislation
must be submitted for the usual review and coordination at a suffi-
ciently early date to make this possible.
This request reflects my desire to develop, with your help, imaginative
programs which will maintain our security, continue prosperity, and
improve the quality of life for all. In addition, we must continue to
search for new ways to increase governmental efficiency, to eliminate
waste, and to modernize governmental machinery.

This is in reply to the memorandura,) of 3 November
1966 regarding material for inclusion in the President's
State of the Union Message.
The Central Intelligence Agency has no proposals
which might suitably be included in the State of the Union
Message.
The legislation programmed for the first session
of the 90th Congress relates to updating of authorities set
forth in basic Agency legislation. Similar legislation was
passed by the House in the second session of the F9th Con-
gress but failed to pass the Senate prior to adjournment.
This legislation will be resubmitted to the Bureau of the
Budget for approval prior to forwarding it to the 90th
Congress.

Remarks: To 2 and 3:
Attached is a proposed letter to the White
House responding to a White House memoran-
dum to the Heads of all Departments asking for
materials to be included in the President's
State of the Union Address, and also asking
for legislative proposals for such an address.
Our response is in the negative but we do
mention our legislative proposal which will
be submitted for approval through normal
channels.
