Senator Hickeolooper of the Senate Foreign Relations Committee and 008060

an the morning of August 17 in order to keep appointments in the United States.

even at Congressman Judd had little time for specific inquatry or briefing
regarding the OBC program. Senator Biokealooper managed to crowd in a 40-
aizMte briefing and asked many interested questions. Be we supplied, at t be

Both Senator Hickenlooper and Mr. Judd were already wall informed
generally an matters in Korea and the subject of our program,
Congressman Judd talked to any people about Korean problems and reported
to me that be had talked with President Rhee for a few minutes on tbs subset
of our aid program. No said the President apparently felt that our efferts
to include Japan among the nations in which Korean aid dollars might be spent
were unfortunate.
Both Senator Riokenlooper and Congressman Judd bad several opportunities
to talk to Korean Ministers and other officials,with Korean mewspepw officials
and reporterso with nissionariey and with OEC staff members and ethers
although,ously because of *kep harried schedule, at emdmmstively am asp
subject. They were interested and friendly and I thought syapatbatio with the
Koreans and understanding of our problems.
