constituent was discussewith Miss Barbara Little, in the office of Senator
John Tunney (D. , Calif. ). The constituent requested assistance to secure
and review any information maintained on him by the CIA. The reply noted
that the Agency had no internal security responsibilities and Miss Little
stated she would follow the suggested language.

programs. The briefing went very well and seemed to satisfy their needs.
made reference to statements made by Prime Minister Fidel
Castro during a recent speech with respect to hijacking. A copy oz the
transcript of these remarks will be provided the staff.
13. I I Ambassador Wymberley Coerr, INR,
Department of State, and Carl Salans, Deputy Legal Adviser, Department
of State, called regarding draft comments which they are preparing for
submission to OMB for clearances on S. 1887 and S. 2224.
Their draft on S. 1887 (the Church bill which would preclude the Agency
from engaging in paramilitary activities) merely states that they would be
opposed to enactment of this legislation.
The draft report on S. 2224 (Senator Cooper's bill requiring the trans-
mittal of intelligence information to the Congress) raises the points of the
security hazards of such wide dissemination of this information, the conflict
with the proper role of the Secretary of State in informing the Congress on
information pertaining to foreign policy, and the purely executive function
of the Director in exercising his role as the principal foreign intelligence
adviser to the NSC.
