Ruddock, Director, Bureau of Retirement and Insurance, Civil Service Commission, who indicated that to his knowledge a request for Commission comments on the Agency proposed legislation had not yet been received. Ruddock thanked us for alerting him and said we could be sure that they vuuld expedite their response to BOB and he also said that he would send us a copy of their comments to BOB. Ruddock said that he foresaw no problems with our cost-of-living adjustment proposal. 2. GO) Talked to Mr. Bernard Martin, BOB, who advised that over his objection, the Agency's proposed legislation for the next Congress has been forwarded to State, DOD, and Civil Service Commission for coordination with a suspense date of January 12 for response to BOB. 2. I I - JGO) Talked to Philip Yeager, House Science and Astronautics Committee, who advised that Col. Gould will be away until late next week. See Journal item of 22 December. 3. I IJGO) Talked to Mr. James Gehrig, Senate Aeronautical and Space Sciences Committee, and advised him that there is as yet no support other than the Soviets on statements with regard to the cutback in funds for non-military space research. I also provided the latest details on the Soviet Lunar shot and the Cosmos series scientific satellite that was launched after the Lunar shot. 4. GLC) Talked with Sidney Graybeal, ACDA, regarding our contacts with Russ Blandford, House Armed Services Com- mittee staff, with regard to certain aspects of the space treaty (see Journal of 14 December.). I told him that Mr. Warner had briefed Blandford on those facets of the subject which we had discussed and that Blandford does not require a paper at this time. Graybeal indicated he had been in touch withi on the subject and our actions on this matter seemed to be fully coordinated. We both acknowledged the probability that a paper will be required on this at some time.
