Talked with Carl Marcy, Senate Foreign Relations Gommittee staff, who indicated that tomorrow's meeting would have to be postponed and suggested that it be held on 25 Februaxy. This was later made firm and approved by the Director. 7, Philip Kelleher, on behalf of Chairman Rivers, cal a to inquire i ? e erector could appear before the full House Armed Services Cammittee for the posture briefing on 7 March at ten o'clock. This was confirmed with the Director and Kelleher was advised. $, Made arrangements to see. Mr. Blandford tomorrow morning advising him we had all necessary clearances to proceed with the appearance of the defector before the CIA Subcommittee of House Armed Services. 9. Pat Holt, Senate Foreign Relations Com- mittee staff, ca a as c~.ng or some background information on insurgency in Latin America. I said I would look into this and be in touch. 10. Carl Marcy called again indicating that the Chairman was actively pursuing the possibility of some Chinese experts appearing and specifically mentioned Mr. Marcy asked if tentatively we could think of something fox the middle of next week for this. I also discussed arrangements for the hearing on Friday including a sweep, technical custody of stenographic tapes, etc. and made arrangements whereby there would be only two copies of the transcript, one with the Committee and one to be held by the Agency. 25X1A 11. February 1966 6, Delivered to William Darden, CIA Subcommittee of Senate Armed Services staff, the letter from the Acting Director on reserve withdrawals. I also furnished Mr. Darden a copy of the NEW YORK TIMES item on the CIA college recruiting program. 7, Delivered to Mr. Robert Michaels, CIA Sub- committee of House ppropriations, the lettex from the Acting Director regarding reserve withdrawals. Also furnished him a copy of the NEW YORK TIME5 item on the CIA college recruiting program. Mr. Michaels suggested that the two items might well be covered in our next meeting of the Subcommittee. Subsequently, Mr. Michaels advised that Mr. Mahon would like to set the meeting far 9:15 A. M. on Wednesday, 23 February. The meeting will be short, closing before ten o'clock. g, ) Talked with Lee Williams, in the office of Senatox Fulbri~htexten mg on behalf of the Director an invitation to the Senator to come to the Agency for a breakfast meeting with senior officials. Mr. Williams stated the Senator was an early riser and might well like the idea of a breakfast meeting.. He will discuss this with the Senator and advise. g, Talked with Mr. Blandford, House Armed Services CIA Subcommittee staff, furnishing him with a copy of the NEW YORK TIMES item on the CIA college recruiting program. Also raised with him the question of our next meeting with the Subcommittee. He will take this up with the Chairman and advise. 10, Talked with Mr. Bernard Martin, Legislative Division, BOB, w o advised that comments on the Agency legislative package have been received from all departments and agencies except DOD and Justice, Although some minor suggestions were made, no problems or objections were noted. Mr. Martin was not able to -fore- cast the date on which comments might be expected from the other two departments since they are already overdue.
