SUBJECT: Civil Service Commission Comments on the CIA
Legislative Package
1. With regard to the February 14 comments of the Civil
Service Commission to the Bureau of the Budget on our legislative
package, I called Mr. Francis Cody, Retirement Division (183-
7501). With regard to the Commission's comments concerning
commencing dates of retirement annuities and termination of
annuities to retirees and survivors, it is the Commission's advice
that the "day after concept" for the commencement of retirement
annuities simplified the administration of retirement benefits.
They are not adamant in this position but recommended it for
serious consideration.
2. Mr. Cody was somewhat apologetic for the lack of
clarity in the Commission's comments to BOB with regard to
Section 2(1), Annuity Commencement Date, of the CIA proposal.
3. Mr. Cody is a most knowledgeable individual on this
overall subject and stands ready to provide further assistance
should it be needed in the development or administration of the
