I Met with Mr. Robert Michaels, House Appropriations Committee staff, 'and discussed with him the question of treating a portion of our funds on a no ? year basis. Further discussion will be necessary as to appropriate language for inclusion in the Chair- man's letter. 2. I Met with Mr. Kelleher, House Armed Services Committee staff, concerning the proposed revisions to the Agency legislative package. Mr. Kelleher advised that the press of business was such that he would not be able to meet with us on this subject before Wednesday at the earliest. 3. Met with Olga Watkins, in the office of Representative William Bates, and discussed with her the pros and cons of possible E- 1 a constituent of 25X1A Mr. Bates. We have had many contacts with the Congressman and his office on this case. Mrs. Watkins said she would relay our conversation to Mr. Bates. I told her we would be happy to discuss the matter further with him if he desired. 4. Met briefly with William Woodruff, Senate Appropriations Committee stall, and left with him a copy of our analysis and summary of the proposed Foreign Relations Committee report on the McCarthy resolution. I told Woodruff we would be interested in his reaction to the paper and hoped that it was constructive. Woodruff said he was happy to have, this and would be in touch. Mr. Woodruff offered his apologies and said he would be unable to visit the Agency tomorrow as planned. He is hopeful that he might be able to make the visit on Friday, 15 July 1966. I IHandcarried to Philip Kelleher, House Armed Services Committee stall, a package of material on the Agency legislation. 6. Jay Sourwine, Senate Internal Security Subcommittee staff, said that "a Latin American friend of one of the senators" had suggested that the Subcommittee consider printing its document on the Tri-Continent Conference in Spanish for circulation to Spanish speaking people. This individual has offered to do the translation gratis. Sourwine said he had no doubt but that this would serve some purpose but was interested in our reaction as to whether it would be worth the effort. I told him I would check on this and be back in touch with him. 7. After conversations between OSI and ourselves, it was agreed that Dr. Chamberlain would be in touch with George Murphy, Joint Committee on Atomic Energy staff, indicating that the data received on the first test was still not completely analyzed but that we would be in touch with the Committee as soon as this process was completed. 8. In response to a constituent inquiry for information on Francis Gary Powers, I suggested to Representative Roy McVicker's office that they forward to the constituent an article in the May 1966 issue of ESQUIRE based on an interview with Powers and his second wife. This suggestion was appreciated. 9. I I Made arrangements with Pat Meo, in the office of Representative g en Reid, for the Congressman to be picked up and brought to the Agency for breakfast with the Director on Wednesday morning.
