Mr. Warner and met with Mr. Rommel and Miss Sabine, Bureau of the Budget, Mr. Shanley, Department of State, Mr. Derringer, Department of Justice, and Mr. (H. R. 10400). After a lengthy discussion we came back to the original problems raised in the Department of Justice report on the bill, i. e., the need for clarification of what organizations would qualify under the bill, the need to name an agency to administer the bill, and the desir- ability of enacting the bill as an amendment to section 316(b) of the Immigration and Naturalization Act, rather than as a bill standing on 25X1 its own. It was agreed that Il would redraft the bill and then consult with Mr. Wehler. In a subsequent discussion with Mr. Cline of the House Subcommittee on Immigration and Naturalization, Mr. Cline suggested that BOB report on H. R. 10400 incorporating these recommendations, leaving the amendments to be made in committee, thus avoiding the problem of coming up with a clean bill. 25X1 25X1 25X1 4.
