SUBJECT: Call for FY 66 Operating Budget
1. Attached hereto is the OBPAM Call for the Fiscal
Year 1966 Operating Budget. You will note that Form 629
as referenced in not included. This will be available at
a later date.
2. The instructions are generally self-explanatory.
The total Office budgets for positions and dollars must
conform with the previously determined Office share of
the Agency 1966 Congressional Budget; the Offices may,
however, reprogram, to meet personnel costs computed in
accordance with the Personal Services Supplement to the
1966 Call.
3. You will note that full opportunity is provided
to submit estimates and justification for unbudgeted
requirements. Dollar estimates for unfunded positions
need not be itemized in the detail required by the Personal
Services Supplement.
4. Office estimates should be submitted to this
Staff by 12 May to provide time for review and adjust-
ments by the DD/S&.T and for preparation of a Directorate
ary prior to the DPAM deadline.

1. I want very much to participate personally in the
