SUBJECT: Proposed Revision to Attachments B and C of
USIB-D-34.4 / 2
1. Attachments B and C of USIB D-34.4/2 should be modified
and in their place a substitution made which makes it the responsibility
of USIB to study the problem separately and produce a specific set
of responsibilities and procedures to accomplish the desired end.
2. Paragraph (h) of Attachment B would be replaced by the
following:
"The USIB should appoint a study group composed of senior
representatives from appropriate agencies of the DOD and the
CIA responsible for intelligence -R&D, to establish mechanisms
for the coordination of R&D on new technical collection methods
intended to meet National and interdepartmental intelligence
needs. (See Section 7)"
3. Paragraph 7 of Attachment C would be modified as follows :
a. Paragraph (f) - Delete "normal".
b. Add a new Paragraph (g) - "The USIB should accomplish
a special study to provide mechanisms to accomplish the following:
(1) Coordination of plans for new technical collection
methods intended to meet National and interdepartmental
intelligence needs.
(2) Methods for insuring the proper consideration of
data processing and dissemination.
(3) Methods for assignment of responsibilities to develop
and test new systems.
(4) Integration of multiple collection systems on new
platforms.

(5) Aeans of coordinating decisions on the operational
employment of such systems.
(6) A coordinated funding mechanism which would
satisfy the Community's needs. "
