Memorandum to DD/R, dated
4 April 1962, from Under Secretary
of the Air Force, same subject.
memorandum with Id agreed to make
available for participation in the Special Task Group. It is
my understanding that the activity should by no means take sixty days
and hopefully can be accomplished in a couple of weeks.
2. 1 also feel that the primary objective of the study
should be the development of an ELINT reconnaissance program
designed to satisfy the requirements established by USIB. In the
course of the study it may easily develop that improved requirements
may be necessary in which case NRO should put the responsibility
on the USIB structure to develop these rather than develop them
itself.

MEMORANDUM FOR DEPUTY DIRECTOR (RESEARCH), CIA
SUBJECT: (TS) Participation in the National
Reconnaissance Office
Reference is made to our previous discussions leading to
the decision to have the NRO, by special task group, accom-
plish a study of better methodology for the determination of
valid satellite electronic signal collection requirements,
and prepare an evaluation of the feasibility of meeting 25X1
currently stated requirements.
It is understood that you have selected
to serve in a temporary duty capacity with the NRO for the
purpose of working within that office on matters concerned
with satellite electronic signal collection programs, and to
participate in the indicated study and evaluation. I concur
in this selection and understand that this selection does not
preclude the subsequent designation of a different individual
to serve as a permanent member of the NRO for satellite
electronic intelligence matters.
It is suggested that be provided appropriate

duty instructions relieving him of his present duties and
assig m to temporary duty with the Secretary of the Air
Force Pentagon, Washington, D. C.
for approximately sixty days or the purpose of participating
in studies relating to space projects.
