This plan is designed to integrate in one document the resources in being or programmed to satisfy all U. S. requirements for FLINT information and to provide mechanisms for effective planning, managment, operation and utilization of all U. S. FLINT resources. B. Sco e. This plan is national in scope and describes initially, the interrelationships between all U. S. ELINT activities during cold or limited was situation.. It encompasses all U. S. FLINT resources -- ground, sea, or overhead platforms, present and proposed (including RDT&E), and FLINT resources of foreign countries: with whom.ELINT arrange- ments have been made. It covers, in detailed form,, programs*for the next year, outlines planning for the following four years and includes trends pertinent beyond the five year time frame. C. Definitions. This section will include definitions of appropriate terminology used throughout the plan. III. MISSIONS AND OBJECTIVES: A. General.. This plan-recognizes two mission, each having its own objectives. One has been designated as the Xa'tional mission and is intended to provide that FLINT information needed'to satisfy the intel- ligence requirements of'those civilian and military echelons of the Government that are concerned with the'overall considerations of~the National Pasture and the National Defense. The other, referred.to as the direct-support:mission,,provides EL1NT information to the commander in the field in direct support, of his assigned mission. The principal distinction between the two lies in essential:. differences inherent in the ultimate consumer requirements. On this ground, they are treated separately below. National Objectives. 1. To date national ELINT objectives have tended. to be primarily a synthesis and reaffirmation of objectives- generated in the lower echelons --`ydepartmental, agency, and command. Within the past few years USIB has developed these national ELINT objectives as a useful method'of converting, from the general national intelligence objectives to national ELINT requirements. As the full poteritial of ELINT is achieved, there will undoubtedly develop a greater body of distinctly, national.ELINT objectives which should bring added scope and better-balance to the program. 2. At the national/interdepartmental level current and .-6 foreseeable objectives are designed: To produce early warning and indications of hostile foreign actions. b. To prevent technological surprise., c. To support strategic plans, estimates and.studies. d. To assist in the determination of Soviet Bloc technical capabilities of national security interest, including (1) Major Communist ELINT and Electronic Warfare developments General electronic..environment 3 ,. Direct Support - To provide to the Unified and Specified Commanders and such other commands or agencies as may be determined by the Secretary of,.Defense an `LINT capability sufficient to 'provide them and their subordinate commands with direct ELINT support. Such provision of resources in support of..the command mission may be'accomplished either by direct assignment of resources or by tasking appropriate resources with a direct support mission. In either case, the resources so allocated remain under the operational control of the supported command or agency until properly relieved by competent authority. 2.' Effective accomplishment of the direct support mission requires satisfaction of the following objectives: a. The organization, manning and equipping-of ELINT units appropriate for the tasks of collection,, analysis and production of ELINT information and suited to the environment in which the direct support mission must be accomplished. b. The provision to commanders who have been allocated ELINT resources of adequate staff support to advise them on the employ- ment of ELINT resources and the interpretation of FLINT information. c. The provision for appropriate response within available. resources to national intelligence requirements as received through command channels. d. The provision for the research, development, test, evaluation, procurement and issue of ELINT equipment designed to accomplish the direct support mission. The optimum employment of FLINT resources in a direct support role by (a) promulgating approved doctrine, tactics and techniques; (b) adopting standard procedures and formats for the collection, analysis and reporting of FLINT information; and (c) instituting service training programs appropriate to the service requirements for FLINT direct support. IV. OPERATIONS: A. Statement of Responsibilities. This paragraph will outline the basic responsibilities'of USIB, SECDEF, JCS, (S)NRO, DIA, NSA, CIA,Specified and Unified Commands, Military Departments and the Service Cryptologic Agencies as related to the national and direct support ELINT missions described in section III. Instructions which may be common to two or more Departments, Agencies, or Commands will be included here. B. Status of Operations: This paragraph will describe how the objectives of section III are met. It will also include a brief discussion of how RDT&E, Training, and technical standards. fit into the overall operational concept. V. RESOURCES AND REQUIREMENTS: A. Resources. This section will include a complete listing of all units with an ELINT collection or processing, capability, and will include a concise statement of their ELINT capability. B. Requirements. This section will clarify and specify current requirements for ELINT information and data, and extend these require- ments to cover not less than the five-year period of the plan in order Approved For Release 1999/PV/,4A P R00546R000200050014-4 I Approved For Relea"s.! 66 R00546'00200050014-4 to provide a sound basis for collection, processing and research and development planning. It will also contain a description and a discussion of the nature of ELINT collection requirements, including the methods of registry, validation, operational justification, and dissemination of information gained. C. Evaluation. This paragraph provides a primary basis for future programming actions. It will compare the above requirements and the current and programmed assets of the US in order to de- termine how well we can collect, process and report the ELINT results tp?the consumer (whether for intelligence, R&D or other purpose).. Based upon this evaluation, which should identify gaps, over and under concentrations of effort, duplication, etc., future objectives will be established which will relate to shifts in, emphasis in targeting, collecting. or processing; changes in collection or processing' techniques; and requirements for new or more refined capabilities. The evaluation section should also provide means for periodically assessing the value of ELINT products to consumers. VI. COORDINATION AND MANAGEMENT: Based on foregoing information on responsibilities; operations, resources, requirements, and evaluation, this section will describe and, as necessary, analyse the principal mechanisms and procedures for the coordination and management at the various levels and from both a technical and substantive viewpoint. A more comprehensive outline of this part of the study will be developed and distributed later.
