SUBJECT : U-2R Executive Committee Meeting No. 1.
1. The first U-2R Executive Committee for Development
convened on 15 September 1966. Those attending were Messrs:
a. It was decided that the full pressure
suit would be employed in the U--2R. It was
further decided that standard USAF off-the-shelf
suits would be used, and immediate procurement of
one each small, medium, and large would be accom-
plished for use in determining U--2R cockpit con-
figuration. I Iwas requested to determine
intendea that individual operat onal suit con gur ons
will be oljtained by altering standard sizes. This
will result in greater economy in suit procurement.

b. was requested to forward a letter
of inte ead in which would be requested
the U-2R model specification, performance specifica-
tion and a contractor wor:.t statement. The contractor
will also be asked the location at which U-2R fabri-
cation will take place, i.e., Van Nuys or Burbank.
c. It was tentatively aecided that flight
test would be accomplished at North Base, EAFB, as
well as final assembly of the aircraft. It was
felt that this site afforded greater economy of
flight test and adequate security as opposed to
the test site being at Van Nuys. as ruled
out because of the already crowdec n there.
d. as chairman of the U-2R
Requirements Review Board, will move to insure that
tight rein is kept on U-2R configuration, particu-
larly in the area of electronics. In this connection
it was decided to provide OEL/DD/S&T with a copy
of Project Headquarters Directive No. 7-10-1,

Management of U-2R Program During Development Stages
Distribution has been restricted thus far to only
the "players" until the IDEALIST4I security
mechanism has been implemented. O concurs
in providing a copy of the directive to OEL.
3. The meeting concluded with the chairman stating
he would try to convene the Committee on a regular basis
at as as yet undetermined frequency.
