SUBJECT Unobligated Funds - Prior Years

1. Attached is a schedule noting the status of our
prior year funds, commencing with 1963, and the remainder of
such funds as of March 31, 1966. It should be noted that at
the close of each fiscal year we carry such funds forward
into the succeeding fiscal years and use such monies against
overruns or unprogrammed requirements as they occur. We have
noted current critical unprogrammed requirements against
which these monies will be expended.
2. The referenced memorandum suggests that the status
of such funds be reported on a monthly basis. I feel such
frequent reporting will not serve a useful purpose due to
the static nature of the funds. I propose that this subject
matter be examined by me on a quarterly basis and I will
advise you when there are significant variances. The sugges-
tion that obligation of these monies should receive prior
coordination with your office is inconsistent with my under-
standing of my program management responsibilities. If you
still feel such coordination is required, I suggest we arrange
for a discussion of this matter.
