Sen. H. Alexander Smith (R. , N. J. ), together with Mr. Francis O. Wilcox, Chief of Staff of the Senate Foreign Relations Com- mittee, were briefed on the situation in the Far East and India Pakistan. They are leaving on a trip for the Far East on 30 October. The briefing was somewhat curtailed in view of the fact that the Senator arrived over half an hour behind schedule. As a result, the DD/P portion of the brief- ing was severely limited, although parts of it were covered at lunch (at which Mr. Wilcox was not present). The Senator expressed a willingness to come back for a debriefing upon his return and for further briefing on the world situation and CIA. b. In connection with the possibility that the situation in Indonesia may deteriorate in anyone of several directions, the DCI stated that he would inform Sen. Smith in the course of the latter's trip whether it might be ad- visable for him to detour to Indonesia. At present it does not appear to be necessary. c. In the course of the briefing Mr. Wilcox expressed to the DCI his regret that the Committee on Foreign Relations does not have any access to CIA information, which he always felt would be extremely helpful to the Committee. The DCI pointed out that he felt that he himself was the intelligence advisor to the President and National Security Counel, and had resisted the idea of being intelligence advisor to the Committees of Congress (other than the Joint Congressional Committee on Atomic Energy as this would tend to present a good many difficulties. The DCI pointed out in particular that he might be placed in an embarrassing position by such committees attempting to utilize the information in the formulation of appropriations for various agencies. 2. Col. Bruce, Aide to the Secretary of the Army Stevens, called to state that the Secretary wished me to get word to the DCI that the Army interrogation team, which the Secretary had informed the DCI would be sent to Germany to interrogate the German technician defector involved in the Ft. Monmouth spy case, would not be sent. (See memo for the Director this date). 3. Mr. James Hyde, of the legislative staff of the Bureau of the Budget, informed me that the Bureau had no objection to our forwarding our proposed reply to Chairman Langer, of the Senate Judiciary Committee, regarding S. 2416, a bill for the relief of the 5.
