4. Two I4NR members, Humberto del Villar and Carlos Daza Lavadenz, have surrepti-
tiously returned to Bolivia from Chile.
5. During the last Part of February 1949 three Peruvian citizens were arrested
on the Altiplano near La Paz. They had entered Bolivia illegally by truck
and had a quantity of money in their possession. These individuals were:
Marcelo Agramonte Zabala
Francisco Saroli Castellanos
Jesus Ontiveros Luna
60 Agrwnonte had in his possession the sum of 40,000 soles in cashier's checks
of the Arequipa branches of the Banco Popular del Peru and the Banco Inter-
national del Peru. He also had two blank checks signed by himself. He claims
to be an importer of automobiles and to have eerie to Bolivia on business. The
police suspected the three of being involved in conspiracy against the Bolivian
government and planned to deport them to Peru.

7. It in reported that the police and army have prevented the shipment of arms
from the Peruvian border into Bolivia, but that some arms are believed to
have reached the border port of Puerta Acosta.
Goamisnto Newspapers in La Paz have begun to ask the government to
justify the state of siege by producing proof that a revolt was planned for
carnival time.
