1. This is to acknowledge your evaluation of subject report and
the expression of more general misgivings about the reporting from
this source set out in reference.
2. We are aware of, and to some extent have shared, certain of
your misgivings concerning this source. our field officers are under
continuing instruction to evaluate most carefully and investigate most
fully any reporting which relates to statements of high level
but we regret that the character of the
source and the nature of the operation are such that we are unable to
offer information to allay your misgivings at this time.
3. Additional controls have been placed on future reports which
will enable us to complement the field review with a detailed Head-
quarters review prior to dissemination, and to monitor closely their
use in analytical stddies or estimates.
