MR. COWAN:
Enclosed are two requests for SCI clearances pertaining to members
of the Senate Committee on Appropriations. As you can see the requests
were originally sent to the Office of the Assistant Secretary of Defense
for Legislative Affairs. The DD Forms 1557 attached signify validation
of the "need to know" by ASD(LA).
I have already discussed the matter of these two individuals
telephonically with Bob Kelso on 4 May.
