6, THIRD AGENCY Cliff Fowler,
GAO, called to discuss various items in reference to finalization of
GAO's report on 0 (See Memorandum For the Record.)
7. LIAISON Reviewed with Pete
Roman, on the sta f o the Senate overnmental Affairs Subcommittee
on Federal Spending Practices and Open Government, material
(23 documents) relating to the Agency's dealings with GSA on safes
produced by a subsidiary of Art Metal Products. The Subcommittee
is investigating GSA and Art Metal Products is a prime subject of
this investigation. No documents were left at this time with
Mr. Roman. We promised Mr. Roman materials for his retention
during the latter part of next week.
8. LEGISLATION Spoke briefly with
Bob Kimmet, NSC staff, to inform him of the potential problems with
regard to H.R. 12171, the "Federal Accounting and Auditing" bill.
I left Bob with a package of background papers and reports for
his perusal.
9. LIAISON Talked with Bill Miller, 25X1
Staff Director, Senate select committee on Intelligence, who said
he would ask Mike Epstein and Mike Gelacak, of the Committee
staff to meet with Agency representatives regarding the
case. Miller indicated these two might also talk with the

Maryland police. Miller emphasized there would not be any Committee
involvement in the investigation of the death but the Committee was
interested in Agency activities after notification that 25X1
was missing. Miller was quite concerned about the speculation
surrounding the death and said the Committee would consider issuing
a public statement if the Agency believed that would be helpful.
I subsequently talked with Mike Epstein and got further details
of what information the Committee needed.
10. LIAISON Accompanied Hal Ford, Senate
Select Committee on Intelligence staff, to a meeting with
EA/DDO, regarding the Committee report on Frank Snepp's allegations.
discussed the DDO's problems with the report and Ford asked
that a number of these be put in the formal Agency comments on the
report. promised Ford copies of intelligence
disseminations on the evacuation of ARVN forces from Kontum and
Pleiku.

Department of State, called to coordinate the outgoing traffic
concerning the upcoming travel to the Far East of Thomas Cooper
and Anthony Battista, both on the House Armed Services Committee
staff.
6. THIRD AGENCY Received a call
from Cliff Fowler, GAO, who inquire as to the status of the
Agency's review of GAO's report on Ilfor sanitization and publ~5X1
release. He indicated they would accept a decision by the Director
not to,.-declassify.
7, LIAISON Thomas K. Latimer,-Staff
Director, House Permanent Select Committee on Intelligence, called
to ask whether there is any connection between the three
Bulgarian defectors who have recently died under mysterious
circumstances and a new SovBloc approach to defectors generally
and specifically to one of the programs included within the
June 8 Presidential Finding. After checking with
SE/DDO, I assured Mr. Latimer that we did not know of any
connecting link and that, indeed, CIA as well as the other
western intelligence services were wondering what was going on.
I assured Mr. Latimer that if we learn anything about these
mysterious deaths, the Committee will be informed.
Mr. Latimer said that he would like to have a.public
statement from CIA denying the press allegation of CIA support
to the Sandanista guerrillas in Nicaragua. After checking with
Lavon Strong, O/PA/DCI, I told Mr. Latimer that it is Agency
policy not to make public statements on this sort of allegation
and that was the reason why I had couched the original statement
to him in terms of Committee findings that there was no truth
to the allegation.. Mr. Latimer said that this was fine.
8. LIAISON Called Barbara Allem,
Senate Foreign Relations Committee staff, to request a copy of
the "Biden Report" on MBFR which had been prepared for
Senator Joseph Biden (D., Del.) by Stan Sloan, Congressional
Research Service, Library of Congress.
