SUBJECT: Submission of Proposed Legislative Programs 1. This is in response to your memorandum of 24 October 1978. 2. At the pi`sent time the National Security Agency has not identified any legislative program item directly relevant to the formulation of the FY 80 Consolidated National Foreign Intelligence Program Budget. 3. It is my understanding that a consolidated Department of Defense response to your memorandum will be provided by the Office of the Secretary of Defense. 4. Items 96-1, 96-2 and 96-4 as described in the Central Intelligence Agency's proposed legislative program 'for the first session of the 96th Congress, have a potential-' impact on the National Security Agency. The NSA General Counsel will discuss these proposals with the CIA General Counsel and Legislative Counsel for purposes of seeking an accommodation between the interests of the two agencies. B. R.
