LEGISLATION Met with the following people to discuss unofficially the latest Senate Select Committee on Intelligence draft Title I of the charter legislation: Bill Miller, Elliot Maxwell and Pat Norton, all on the staff of the Senate Select Committee on Intelligence; Mike O'Neil and Tom Latimer, on the staff of the House Permanent Select Committee on Intelligence; IC Staff; STAT I I OGC; and of this STAT office.' (See Memorandum for the Record.) 18. FOIA Walt Sheridan, Senate Judiciary Committee, Subcommittee on Antitrust and Monopoly, who assisted in the MKULTRA hearings conducted by Chairman Edward M. Kennedy (D., Mass.), Senate Committee on Human Resources, Subcommittee on Health and Scientific Research called. Sheridan received a call from Ms. FitzSimon, Department of Justice, who handles FOIA matters, requesting that she review the CIA classified documents on MKULTRA which were provided to the Kennedy Subcommittee in connection with the hearings. According to Sheridan, FitzSimon wants to determine if there are any0 documents or information in the material provided by CIA. FitzSimon told Sheridan that she had talked to OGC, STAT however, Sheridan wanted to verify this with CIA before he allowed FitzSimon access. I said I would check into it and get back to him. 19. LIAISON Tom Latimer, Staff Director, House Permanent Select Committee on Intelligence, called and accepted the House Armed Services Committee material on Watergate which the Agency has been holding and which we offered to the House Permanent Select Committee on Intelligence. I told him I would make arrangements with House Armed Services Committee and have the material forwarded to him as soon as possible. Robert Blakey, Chief Counsel and Director, House Select Committee on Assassinations, dated 6 January 1978. Cornwell had a draft of a letter from Mr. Blakey to me clarifying the items in the 6 January 1978 letter. A number of changes were agreed upon and the letter will be finalized. 25X1 secretary to Bill Hogan, House Armed Services Committee staff, who advised that Chairman Melvin Price authorized transfer of the Committee's Watergate material which the Agency has been holding, to the House Permanent Select Committee on Intelligence. Ms. Argenta requested that we offer the material to the House Select Committee and if they refuse to accept it, Hogan would transfer the material to Archives. I said I would check and let her know. I subsequently called Thomas Latimer, Staff Director, House Permanent Select Committee on Intelligence, and offered the material. He said he would check with the Chairman and get back to me.
